Solid waste facilities can be dangerous places for employees. This program will provide facility operators and staff with a basic overview of hazards encountered at solid waste facilities and important steps to stay safe on the job. The three-hour program may also fulfill the 2.5 hours of relevant continuing education required every year to keep operator certification current. Operators should check with the NH Department of Environmental Services (NHDES) Solid Waste Operator Training and Certification Division to make sure these educational contact hours can apply.
- Identify common hazards associated with solid waste operations such as transfer stations and recycling centers.
- Develop strategies to protect staff from identified hazards including the use of personal protective equipment and the development of performance based policies.
- Understand legal requirements for safety on the job including a review of relevant NH Department of Labor Rules concerning occupational safety & health.

Dave Witham, Director of Risk Management, has been a member of the Primex3 Risk Management Services Department for 30 years. David holds a Bachelor of Science Degree in Occupational Safety from Keene State College and holds the Certified Risk Manager (CRM) designation though the National Alliance for Insurance Education and Research. David is currently an At-Large City Councilor and Deputy Mayor in the City of Somersworth and is the Council’s designee to the City’s Planning Board. David has chaired the City’s Charter Review Commission and served for more than 24 years as a call firefighter and call department crew chief. When not busy at work David enjoys umpiring high school and American Legion Baseball and snowboarding on NH’s slopes.
Phil St. Cyr
Philip E. St. Cyr is the Primex3 Risk Management Consultant for the Southern and Central Regions of NH. Prior to accepting employment with Primex3, he was the Director of Emergency Services for the Greater Manchester Chapter of the American Red Cross, and before that, served at the rank of Lieutenant for the City of Manchester NH Fire Dept. completing twenty five years of service. Mr. St. Cyr is a member of the American Society of Safety Engineers and holds an A.A.S. degree from NH Technical College in Manchester. Mr. St. Cyr is certified in N.I.M.S. (National Incident Management Systems) and E.O.C. (Emergency Operations Center) management. Mr. St. Cyr has an extensive background in Fire Prevention and Safety, Hazardous Materials, Emergency Management and Disaster Planning. He has served on numerous Local, State and Regional planning committees for the purpose of developing response plans to natural and man-made disasters.
