With milder seasons in the not-too-distant future, the topic of integrating different youth roles into the workplace arises for public entities that are planning to provide services, programs and opportunities for their communities. We are often asked to review a wide range of member concepts, which have included proposed employment, volunteer, internship, school to work and other arrangements.  The risk of misclassifying and mishandling youth roles is high, leading to safety, coverage and legal issues. Regulatory scrutiny in this area has increased across sectors.  Sound planning, processes and practices, combined with an understanding of the pitfalls, are essential to implementing a successful youth workplace program and remaining within coverage.  Brief panel discussion followed by member Q&A.

    Carol Kilmister

    Carol Kilmister is a Senior Human Resource Consultant in the Legal and HR Services Department at Primex3 where she provides training, guidance, and support to Property & Liability members.  Prior to coming to Primex3, she worked for many years as the Director of HR for a multi-district SAU in NH.  She is a graduate of Rivier University with a Master of Science degree in Human Resource Administration and holds a Bachelor of Science degree in Business Administration from Plymouth State University.  In addition, she holds national certification as a senior HR professional from both HRCI and SHRM. She serves on the board of directors of the Greater Concord HR Association of SHRM (HRAGC) as well as the Association of NH Public Employer HR Administrators (ANHPEHRA).

    David Bullock

    David Bullock currently serves as the Claims and Coverage Consultant at Primex3. David is responsible for handling property and liability claims, providing human resource guidance for members and responding to coverage inquires. David has developed a specialized expertise in employment related claims. David recently received his Chartered Property Casualty Underwriter designation and his SHRM Certified Professional designation. David previously worked as an Anti-Discrimination Investigator for the New Hampshire Commission for Human Rights, the state agency charged with enforcing the state civil rights law in employment, housing, and public accommodations. David graduated from Ohio University receiving a Bachelor of Arts in English and History and from the University of New Hampshire receiving a Master’s Degree in Public Administration.

    Kate Spillane, Esq.

    Kate Spillane, Esq., is a Staff Attorney at  Primex3, providing guidance on general liability, contractual liability, employment and workplace legal concerns to our members as part of the Legal and HR Services team. Prior to joining  Primex3, Kate worked extensively in civil litigation, with a focus on workers’ compensation, personal injury, unemployment compensation, municipal liability, and employment law. In her litigation role, Kate successfully worked with Primex3  members and claims staff in a wide variety of legal matters. Kate’s expertise and perspective benefit all of our members through her in-house legal position that provides support to our existing and future services. Kate earned her Juris Doctor from Roger Williams University School of Law and her Bachelor of Arts in Humanities from the University of New Hampshire. She is admitted to practice in the state and federal courts in New Hampshire, state courts of Massachusetts, and is a member of the Public Sector, Municipal & Governmental, and Labor & Employment sections of the New Hampshire Bar Association.

    Mike Ricker

    Mike Ricker serves as General Counsel for Primex3 and oversees the Primex3 Legal and HR Services team.  Prior to joining Primex3, Mike operated his own civil litigation firm for municipal and business clients and worked as a litigation attorney at Devine, Millimet.  Mike also served as an Assistant Attorney General for the State of New Hampshire; judicial law clerk for the Hon. Sherman Horton of the New Hampshire Supreme Court; and judicial law clerk for the Hon. Justices of the New Hampshire Superior Court.  Mike regularly works in the areas of employment practices liability, governmental liability, civil litigation, insurance law, contract law and on a variety of regulatory, business and risk management matters.  Mike is a graduate of UNH (BA History), New England Law (JD with honors), and Harvard University Extension School (ALM Management with honors).
