This training is tailored for local officials and staff in New Hampshire who are involved in disaster recovery and hazard mitigation. It offers an introduction to FEMA’s Public Assistance (PA) and Hazard Mitigation Assistance (HMA) programs, with a focus on what local governments need to know before and after a disaster strikes.

o   Participants will gain a clear understanding of:

§  How the FEMA Public Assistance program supports community recovery

§  What types of costs and projects are eligible for reimbursement

§  How the FEMA Hazard Mitigation Assistance program supports communities be more resilient

§  How to identify mitigation opportunities to reduce future disaster impacts

§  The importance of documentation and coordination with NH HSEM

§  How local mitigation planning can improve funding access and community resilience

o   Why It Matters: A solid grasp of FEMA’s PA and HMA programs can help communities recover more quickly and build back stronger after disasters—while also reducing future risks. Whether you work in public works, emergency management, finance, or planning, this session will equip you with the knowledge to navigate federal funding programs more effectively.

    Austin Brown

    Austin Brown has been employed by HSEM for over five years and is the Chief of Mitigation and Recovery. In this role, he oversees the administration of the FEMA Public Assistance, Individual Assistance, and Hazard Mitigation Programs.

    He is the former Assistant Chief of School Readiness for the Department of Safety, Division of Homeland Security and Emergency Management (HSEM). A position that supported public and non-public K-12 schools by providing assistance with reviewing their site-specific emergency operations plans, facilitating school-based trainings and exercises, conducting physical security assessments, and coordinating the NH School Safety Preparedness Task Force.

    He has his M.S. and B.S. degrees in criminal justice with a concentration in homeland security and counterterrorism. While not at work, he enjoys spending time with his wife and five children either at the lake in the summer or at the hockey rink in the winter!
