Controlling traffic through work areas is one of the most important -- and dangerous -- operations in construction maintenance. The National Safety Council’s Flagger Training Course is a comprehensive skill-building session that meets federal industry guidelines: the Manual on Uniform Traffic Control Devices (MUTCD) guidelines and the ANSI standard ISEA-107-1999. The Office of Highway Safety, the Federal Highway Administration, and several state Departments of Transportation have reviewed this program.
This course is a must for construction work zone flaggers in both one- and two-person flagging operations. Experienced flaggers can attend this course as a refresher.
After successful completion of this course, which includes both written and practical evaluations, students will receive a three-year certification as a traffic flagger issued by the National Safety Council through Primex3, an authorized training affiliate.

Nicole Armaganian
Nicole joined Primex in 2018 with a focus on working with members to address their training, consulting, and risk management needs. She has initiated and presented numerous programs related to leadership development. Nicole holds industry designations such as Associate Risk Manager (ARM), Certified Workplace Mediator and Trainer in Conflict Management (CMT), designation in Emotional Intelligence/Quotient (EQ) and High Conflict Influencer (HCI), and is a Certified Playground Safety Inspector (CPSI).
Nicole is a 22-year veteran of law enforcement and retired from the New Hampshire State Police as a Lieutenant serving as Troop Commander of Troop G. She is a graduate of UNH and lives in Concord with her husband and two daughters where she is also the Concord High School Varsity Field Hockey Coach.
