  • David Bullock Bio Pic 2025 v2

    David Bullock

    David Bullock currently serves as the Claims and Coverage Consultant at Primex3. David is responsible for handling property and liability claims, providing human resource guidance for members and responding to coverage inquires. David has developed a specialized expertise in employment related claims. David recently received his Chartered Property Casualty Underwriter designation and his SHRM Certified Professional designation. David previously worked as an Anti-Discrimination Investigator for the New Hampshire Commission for Human Rights, the state agency charged with enforcing the state civil rights law in employment, housing, and public accommodations. David graduated from Ohio University receiving a Bachelor of Arts in English and History and from the University of New Hampshire receiving a Master’s Degree in Public Administration.

  • Sarah Cote

    Sarah Cote is the Claims Manager, handling workers’ compensation claims since 1999. She joined Primex3 in 2001 and processed workers compensation claims for a period in the North Country, and then transitioned to the South and Southwest part of the state. In March 2019 she took on the role of Claims Manager. She is a graduate of Supervisors Academy, Emerging Leaders, and Leadership Greater Concord. Sarah is the resident expert on the Second Injury Fund and enjoys collaborating with the Primex team to provider excellent service and training to our membership.

     

  • Gail Hammond

    Gail Hammond, Member Service Coordinator

    Gail is responsible for supporting the Member Services Department and
    the Members. She helps members with any inquiries about their coverages,
    as well as coordinating the annual Primex3 events – renewal, invoices,
    wage and exposure reporting, Prime, etc. Gail also helps members with
    tech support, logging into our system, getting the correct access and
    accessing the Education & Training system and cyber portals. She also
    updates the member contacts in the Primex3 database to keep the member
    communications running smoothly.

    Sandy Burroughs

    Sandy Burroughs, Risk Management Consultant, joined Primex3 as a Risk Management Consultant in October 2001.  Sandy’s primary responsibility is providing management related training and consulting services to Primex3’s school district members. Sandy was formerly with ManagedComp of Waltham, MA and Bedford, NH as a Senior Health and Safety Consultant.  She has over 20 years of experience in the risk management field providing health and safety related training and consulting services to clients and has earned the Certified Risk Manager (CRM) and Certified School Risk Manager (CSRM) designations through the National Alliance for Insurance Education and Research.     Toni Flewelling

    Toni Flewelling is a Human Resource Consultant with over a decade of dedicated service at Primex, where she has been instrumental in marketing Primex3's services and programs. Since joining in 2007, her expertise has significantly contributed to nurturing relationships with members. She joined the HR & Legal Department in March 2024.

    Prior to coming to Primex3, she worked for many years as the HR Program Administrator for the City of Concord. She is a graduate of Franklin Pierce University with a Master of Business Administration in Human Resources Management and holds a Bachelor of Science degree in HR Management from University of Massachusetts-Dartmouth.

    She achieved the national SHRM Certified Professional (SHRM-CP) designation. In addition, she obtained the designation of Certified Employee Benefit Specialist (CEBS) and Certificate of Achievement in Public Plan Policy from the International Foundation of Employee Benefit Plans. She serves on the Marketing Committee of Human Resources Association of Greater Concord (HRAGC) and is a member of the Association of NH Public Employer HR Administrators (ANHPEHRA).

    Outside of her professional endeavors, Toni is an avid outdoor enthusiast who finds solace and inspiration in hiking and embracing the tranquility of nature.

    Rick Alpers

    Rick Alpers, Senior Executive Services Consultant, is a graduate of Plymouth State University with a Bachelor’s Degree in Public Management and a minor in history. Prior to joining the Primex3 team, he was a former Town Administrator and is a former member of the Board of Selectmen in Bristol, NH. In his current role as Senior Executive Services Consultant, Rick is responsible for providing exceptional customer service to Primexmembers. In that capacity, he regularly engages with members to ensure Primex is meeting the needs of the membership, plus assists the member services team with their day to day responsibilites. He also assists members in team building, goal setting, mission and vision crafting and behavioral assessments.
